The West Hennepin Public Safety Department is committed to transparency and accountability in our operations. For many years, the West Hennepin Public Safety Department has utilized in-squad camera systems to document law enforcement activity, collect evidence, and enhance transparency and accountability. These systems have been a proven tool in accurately recording events, supporting investigations, and maintaining public trust.
In March 2022, the department deployed body-worn cameras (BWC) to all uniformed patrol officers. The BWC system integrates with our in-squad cameras, allowing for comprehensive video and audio documentation of nearly all police interactions, whether inside or outside of a squad car.
Prior to the implementation of BWC technology, from 2017 to 2024, WHPS employed weapon-mounted cameras as a supplemental recording tool. This system was discontinued following the adoption of body-worn cameras, which provide broader and more consistent coverage of law enforcement activities.
Our use of BWC technology is governed by Minnesota Statute § 626.8473, which establishes requirements for data classification, retention, public access, and operational procedures. The department’s BWC policy above outlines specific guidelines for camera activation, data storage, and release in compliance with state law.

The West Hennepin Public Safety Department uses Automated License Plate Reader (ALPR) technology through the Flock Safety system to enhance public safety, support criminal investigations, and recover stolen vehicles and missing persons. ALPR devices capture images of license plates in public view and compare them to state and national databases containing information related to crimes, stolen property, or other lawfully established investigations.
Our use of ALPR technology is governed by Minnesota Statute § 13.824, which establishes strict requirements for data collection, storage, access, and auditing.
This law also outlines prohibited uses, ensuring that ALPR data is not used for purposes such as tracking individuals without a lawful basis, conducting surveillance on constitutionally protected activities, or enforcing immigration laws.
To promote transparency, the department maintains a Flock Safety Transparency Portal that allows the public to view information about our ALPR cameras, including locations, system usage, and audit results.

The West Hennepin Public Safety Department does not currently own or operate an Unmanned Aerial System (UAS), commonly referred to as a drone. However, we are evaluating the potential benefits of implementing a UAS program in the future, with preliminary forecasting for possible adoption in 2026.
Under Minnesota Statute § 626.19, law enforcement agencies must provide public notice and an opportunity for comment before purchasing or using a UAS. This statute also outlines specific requirements for data collection, reporting, permissible uses (such as search and rescue, disaster response, and crime scene documentation), and prohibited uses to safeguard privacy and civil liberties.
Our draft UAS policy is available for public review above to ensure transparency as we explore this technology. We welcome feedback from our community regarding the potential use of UAS in our operations.
